Civic Participation - The Hague Municipality

Client: Research group "Civic Technology" (in collaboration with The Hague municipality)

The municipality of The Hague together with campus research group 'Civic Technology' wanted to improve local participation in the policy-making in community centers in the city.
For the goal, this project had to give a proposal of how to redesign the inner nad outer space of the community center and what new services should look like in order to stimulate local policy-making.

1. Research

Conducted ethnographic research with locals of the community center. For the goal of our project, we researched which community centers would be suitable for our goal. We contacted center De Kronkel and after short interviews with the main people from the center, we began doing our research. We decided to choose different methods instead of ethnography. We used reading and observation to better understand existing solutions in the centers and then see if there are other problems that might cause the inactivity in local policy-making in these areas. The design process here went through all stages as my team spent a considerate amount of time on wireframing.

2. Ideation 

​

To clarify the ideation phase, requirements were written down based on the insights from the research. They gave good overview of what the proposed spatial design should look like. Mainly for old people and to be as close to real items as possible as well as be easy to use. From there, each member of the team proposed concepts that focus on different area of the space.

From there, we narrowed it down even more based on how engaging for the goal would the solutions be and if it's possible to be combined with other items.

To explore in detail the most suitable concepts, they were further supported by storyboard, value proposition and flow chart of how the technology would work. From there, we could continue ideating into how the deails of these concepts would work.

We used sticky notes on Miiro to systemize how would each of these ideas work out and if it needs to be changed, adapted or combined with others to be more suitable for the goal.

To make it more developed next step were wireframes of these 2,3 fucntionalities that were created. The idea was to see how they would work and also see if it will be possible to combine them or change them if we see some of these won't work it on our design. After additional rounds of creating new concepts and cobining the existing ones, the products were ready. Affinity diagram was also written down to test how these technologues would work with each other and how would they stimulate the user to achieve our goal.

3. Prototyping

After feeling comfortable enough with our 3 items, next step was to test the touchpoints and see how they would intereact with each other in a physical environment. A 3d model was also created in Sketchup in order to make sense of how the whole space would interact and if it will ahve enough space for the local to interacts with the items. The items were made to look easy and simple to understand and use. By testing it in these environments, it was confirmed that these items wre physically suitable and also have the right interface to be useful and engaging for our users.

The last part of the design was to make it into a video to be presentable for the center.

The whole concepts consists of 3 touchpoints where each item is responsible for a different social function. It was done by making use of familiar object - screens, table and voting booth to make the space be a facilitator of local change. It is also used to vote on new policies, attract other to join the discussions and make up new policies.
